Project Overview
The Durham County Emergency Operations Center was a $40 million public safety facility in Durham, North Carolina, commissioned by Durham County. The project encompassed demolition of the existing EOC and construction of a new 2-story, 38,500 SF facility combining the Emergency Operations Center, Backup 911, and Sheriff's Call Center at 2422 Broad Street. The facility was designed to consolidate critical county emergency response functions under one roof and was slated to achieve LEED Gold Certification upon completion. The client engaged PRESWERX to support the pursuit with a presentation, presentation coaching, renderings, and animations.
Client Challenges
The client was pursuing a critical public safety facility for a major North Carolina county, competing for a project that would house the county's most essential emergency response infrastructure. The pursuit carried several distinct challenges:
Communicating a technically and operationally complex facility scope to a county owner with high standards for mission-critical design and construction.

Scope of Work
PRESWERX built the selection presentation and provided coaching to prepare the client's team for the Durham County interview. Renderings visualized the new 2-story facility's exterior and key operational spaces, giving county reviewers a clear picture of how the combined EOC, Backup 911, and Sheriff's Call Center would be realized on the Broad Street site. Animations illustrated the facility's layout and operational logic, communicating how the building would function as integrated emergency response infrastructure. Coaching prepared the team's speakers to present a mission-critical public safety scope with the authority and precision Durham County's selection process demanded.
