Project Overview
The City of Mesa pursued a contractor to construct additional treatment capacity at the Greenfield Water Reclamation Plant in Gilbert, Arizona, responding to increasing wastewater flows driven by growth across the East Valley. The Greenfield plant operates as a joint venture among the City of Mesa, the Town of Gilbert, and the Town of Queen Creek, making the procurement a multi-jurisdiction effort with coordination demands beyond a standard municipal project. The Phase IV Expansion added new capacity to an operating facility, requiring careful integration with existing treatment systems and continued plant operations throughout construction. The client engaged PRESWERX to develop the full pursuit package, including proposal, presentation, renderings, animations, and coaching.

Client Challenges
Pursuing a water reclamation expansion for a tri-jurisdiction joint venture presented a set of challenges that went beyond standard municipal construction credentials:
Demonstrating relevant water reclamation and wastewater treatment construction experience to a joint-venture owner with three municipal partners, each with its own expectations for project oversight and communication.
Visualizing a treatment plant expansion in a way that made the technical scope accessible to a mixed audience of municipal engineers and public officials evaluating the proposal.
Preparing for a live interview where evaluators from three separate municipalities would assess the team's ability to manage an active-plant expansion with zero tolerance for treatment disruption.

Scope of Work
PRESWERX developed a proposal, renderings, animations, and a structured presentation for the Greenfield Phase IV pursuit, then ran coaching sessions ahead of the live interview. The proposal addressed the joint-venture procurement requirements and positioned the client's water reclamation construction experience against the project's specific capacity expansion objectives. Renderings depicted the proposed treatment capacity additions in context on the existing plant site, giving evaluators a clear picture of the new construction and how it would integrate with the operating facility.
