Project Overview

Oklahoma County's aging detention facility had long needed replacement. The Oklahoma County Board of County Commissioners set out to replace its approximately 600,000-square-foot jail with a new facility built on a greenfield site in Oklahoma City, Oklahoma. The project, valued at $280 million, required close collaboration with the owner's architect to right-size the program and manage costs at every phase. The client sought a pursuit partner who could shape a compelling proposal and presentation strategy. PRESWERX provided proposal development, presentation design, and presentation coaching to prepare the team for a competitive selection process.

Client Challenges

Winning a $280 million public detention project required more than technical competence. The client faced several overlapping hurdles going into the selection:

  • A program still in flux, requiring the team to present a coherent vision while scope and occupancy were actively being determined in concert with the owner's architect

  • A cost-sensitive owner who expected demonstrated rigor in budget management throughout the pursuit materials

  • The need to differentiate in a competitive field against well-resourced general contractors bidding on a high-profile public project

  • A live interview that demanded polished, confident delivery from a team with varying presentation experience

Each challenge pointed to the same need: a tightly coordinated story backed by sharp preparation.

Scope of Work

PRESWERX developed a full suite of pursuit materials for the Oklahoma County Adult Detention Center Campus. The team produced a structured proposal designed to communicate both the complexity of the program and the client's approach to cost control, addressing the owner's priorities directly. PRESWERX also developed a custom presentation aligned to the interview format, building visual materials that translated a multi-phase detention campus into a clear, evaluable story. Throughout the process, PRESWERX provided hands-on presentation coaching to align the team's delivery, sharpen messaging, and build confidence ahead of the selection interview.

PRESWERX treated this pursuit as a cost-and-complexity problem that needed to be turned into a coherent, evaluable narrative. The team worked closely with the client to align on message before a single slide was built:

  • Mapped the owner's stated priorities to a proposal structure that addressed scope uncertainty head-on, rather than obscuring it behind generic qualifications language

  • Designed presentation visuals that anchored the scope in program data while keeping the story accessible to a non-technical review panel

  • Ran targeted coaching sessions to calibrate tone, pacing, and question response across the presenting team

The result was a submission and presentation that reflected the team's depth and readiness for a project of this scale.

PRESWERX produced a complete, polished submission package ready for the owner's review panel. Every deliverable was built to the standard of a $280 million public procurement:

  • The proposal presented a well-structured case for the client's qualifications, with cost management and program flexibility positioned as core themes rather than afterthoughts

  • The presentation deck gave the interview panel a clear, visual entry point into a technically complex, multi-phase scope
