Project Overview
Polk County's East Regional Wastewater Treatment Facility (ERWWTF) represented a significant investment in public utility infrastructure for one of Florida's fastest-growing regions. Designed to accommodate surging population demands in central Florida, the new plant introduced advanced treatment technology and expanded the county's wastewater capacity within a carefully planned utility footprint. The project carried considerable technical complexity, and the selection process required the competing team to communicate both engineering credibility and long-range vision to a discerning public owner. The client engaged PRESWERX to develop the full pursuit package, including proposal development, presentation design, presentation coaching, renderings, animations, and film production.
Client Challenges
Competing for a major public utility contract demanded more than technical expertise: the client's team needed to translate a complex, large-scale infrastructure program into a compelling and accessible pursuit narrative. Key challenges included:
Conveying the scale and sophistication of a new utility plant to a public-sector owner evaluating multiple competitive teams
Visualizing a facility that did not yet exist in a way that was credible, professional, and emotionally resonant

Scope of Work
