Project Overview

The San Antonio Airport System (SAAS) sought qualified firms to provide comprehensive on-call professional services spanning airport planning, engineering, architecture, and construction management. The engagement was structured as a General Engineering Consultant (GEC) contract to support the implementation of a multi-year Capital Improvement Program (CIP), the ongoing Terminal Development Program (TDP), and a range of Operations and Maintenance projects. With significant FAA Airport Improvement Program funding tied to several ACIP initiatives, the procurement required firms to demonstrate both national and international aviation expertise and the flexibility to respond to shifting funding timelines. RS&H, Inc. engaged PRESWERX to develop the pursuit proposal, design the selection presentation, and coach the client team for the competitive interview

Client Challenges

Competing for a high-visibility GEC contract required the client to communicate deep aviation expertise across multiple service disciplines while positioning as a long-term strategic partner to the airport system:

  • Articulating a broad, multi-disciplinary scope of services as a cohesive and compelling story

  • Differentiating the team in a competitive field of firms with comparable aviation credentials

  • Demonstrating adaptability to FAA funding variability and the ability to manage a dynamic CIP

  • Preparing a presentation team to perform confidently and persuasively in a live selection interview

Together, these challenges required a fully integrated pursuit strategy, from written proposal through interview day.

Scope of Work

PRESWERX delivered a three-part scope of pursuit support for this engagement. The team developed a fully formatted and compliance-verified proposal that organized the client's qualifications, project experience, and technical approach into a clear, evaluator-friendly narrative. Following proposal submission, PRESWERX designed a selection presentation that structured the client's story for a live panel, visually reinforcing the team's aviation depth and program management capabilities. The final component was a dedicated presentation coaching program, through which the client team rehearsed delivery, refined talking points, and developed the confidence and cohesion needed to perform under interview conditions.
