Project Overview

The Toho South Bermuda Water Reclamation Facility project in Kissimmee, Florida addressed two critical infrastructure needs for Toho Water Authority: expanding wastewater treatment capacity and achieving a regulatory upgrade to ensure highquality, uninterrupted reuse service. The $39,000,000 program encompassed significant expansions to the existing WRF alongside the process improvements necessary to meet regulatory requirements and sustain the authority's reuse operations. The project represented a major investment in the long-term reliability of south Osceola County's water infrastructure. The client engaged PRESWERX to develop renderings and animations in support of the competitive pursuit.

Client Challenges

The client faced a pursuit where a WRF expansion and regulatory upgrade had to land clearly with a municipal water authority: 

  • A capacity expansion tied to a regulatory upgrade required imagery that communicated both scale and operational value to evaluators. 

  • A reuse-focused project needed renderings and animations that connected infrastructure investment to the reliability of a public water resource. 

  • A $39M municipal project required visual assets that made a technically dense scope legible to a public-sector owner. 

Together, these called for a package that made a complex regulatory and capacity project accessible and credible.

Scope of Work

PRESWERX produced renderings and animations for the Toho South Bermuda Water Reclamation Facility project in Kissimmee, Florida. The renderings depicted the proposed WRF expansions and regulatory upgrade improvements, making the scope of the facility changes visible to Toho Water Authority's evaluation team and communicating the technical quality of the approach. Animations brought the expanded facility to life, illustrating how the capacity and process improvements would function together to deliver high-quality, uninterrupted reuse service. Each deliverable was designed to help the owner's team understand the technical approach and the long-term operational benefit it would provide to the water authority.

PRESWERX Approach

PRESWERX focused on one core challenge: making a regulatory and capacity upgrade feel as credible as it was necessary. 

  • Developed renderings that depicted the WRF expansions and regulatory improvements in plant context, giving evaluators a concrete picture of the scope. 

  • Produced animations that illustrated how the expanded facility's capacity and process improvements would deliver reliable, high-quality reuse service. 

  • Calibrated all deliverables to communicate operational value, connecting the infrastructure investment to the authority's reuse service mission. 

The result was a visual package that gave the client's technical case the accessibility a municipal owner demands.

Results Delivered

PRESWERX delivered a rendering and animation package that translated a complex WRF expansion into a clear municipal pursuit story. 

  • Renderings depicted the facility expansions and regulatory improvements in plant context, giving evaluators a concrete picture of the proposed scope. 

  • Animations illustrated the upgraded facility's capacity and reuse process in operation, connecting each improvement to its public service value. 

  • The combined package gave the client visual assets calibrated for a municipal authority evaluating a $39M water infrastructure investment. 

The client entered the Toho Water Authority selection fully equipped to make a credible, visually supported technical case.
