Project Overview
Palm Beach County sought a Construction Management at Risk firm to deliver a 20,000-square-foot expansion of office and support space for its Planning, Zoning and Building Department at 2300 North Jog Road in West Palm Beach. The project also encompassed targeted renovations to the existing Vista Office Building, addressing spaces vacated by relocated staff and areas affected by departmental reorganization. With a construction budget reaching $18 million, the scope required a team capable of navigating both new construction and occupied facility improvements simultaneously. The client engaged PRESWERX to develop the full pursuit proposal.
Client Challenges
Presenting Construction Management at Risk experience for a public county project required more than a list of qualifications. The proposal had to communicate complexity, readiness, and team depth across a layered scope:
Connecting two distinct work streams, new construction and occupied building renovation, into one cohesive project story
Demonstrating GMP development and pre-construction capability to a public sector evaluator accustomed to scrutinizing process and cost controls
