Project Overview

Palm Beach County sought a Construction Management at Risk firm to deliver a 20,000-square-foot expansion of office and support space for its Planning, Zoning and Building Department at 2300 North Jog Road in West Palm Beach. The project also encompassed targeted renovations to the existing Vista Office Building, addressing spaces vacated by relocated staff and areas affected by departmental reorganization. With a construction budget reaching $18 million, the scope required a team capable of navigating both new construction and occupied facility improvements simultaneously. The client engaged PRESWERX to develop the full pursuit proposal.

Client Challenges

Presenting Construction Management at Risk experience for a public county project required more than a list of qualifications. The proposal had to communicate complexity, readiness, and team depth across a layered scope:

  • Connecting two distinct work streams, new construction and occupied building renovation, into one cohesive project story

  • Demonstrating GMP development and pre-construction capability to a public sector evaluator accustomed to scrutinizing process and cost controls

  • Differentiating the team in a competitive local government solicitation where multiple qualified firms were expected to respond

Each of these challenges pointed to the same need: a proposal that read like a strategy, not a service catalog.

Scope of Work

PRESWERX developed the full proposal package for the client's pursuit of the Vista Center Expansion. The team structured the written response to address both the new construction and renovation scopes as a unified program, framing the client's pre-construction and GMP experience in terms relevant to Palm Beach County's evaluation criteria. Supporting content highlighted the team's approach to phasing and occupant coordination, a critical concern for an active county facility. PRESWERX shaped the narrative from the solicitation requirements outward, ensuring each section reinforced the client's capacity to manage a project with moving parts across an occupied site.

PRESWERX approached the proposal as a sequencing problem as much as a writing problem. Palm Beach County's evaluators needed to see both competence and clarity across a program with multiple moving parts:

  • Organized the response structure to mirror the solicitation's evaluation criteria, reducing friction for reviewers scoring each section

  • Developed a unified project narrative that treated new construction and occupied renovations as one integrated delivery strategy

  • Translated the client's GMP and pre-construction experience into language aligned with public procurement expectations and county scoring priorities

The result was a submission that made a complex, multi-phase scope feel managed and well-planned.

Results Delivered

PRESWERX delivered a complete, submission-ready proposal package benchmarked against Palm Beach County's published evaluation criteria. Every section was built to hold up under a technical review panel:

  • A project overview narrative that unified the expansion and renovation scopes under a single, coherent delivery story

  • Written responses calibrated to Palm Beach County's CMAR evaluation framework, addressing scope, process, and team structure in the order evaluators scored them

  • A clear pre-construction and GMP narrative that demonstrated the client's process discipline at each project phase

The client went into the selection with a proposal that reflected both the depth of their experience and the clarity of their approach.
