Project Overview
The City of Zephyrhills undertook a comprehensive campus overhaul, replacing and expanding aging municipal facilities across a single active site. The project called for demolishing the existing administration and fleet maintenance building and constructing a new 14,360-SF administration building in a new location, along with expansions to the Parks Department, Streets and Stormwater, and Sanitation Department buildings. Two new Utilities Department structures, an office and storage building and a heavy equipment and vehicle storage building, added more than 27,000 SF to the campus. Spanning seven structures and over 64,000 SF of new and renovated space, the program required a unified, well-organized pursuit narrative. PRESWERX delivered the proposal content that brought the client's vision to the page.

Client Challenges
The client faced a high-stakes challenge: translating a multi-facility, multi-phase municipal program into a single compelling proposal.
The scope covered seven distinct structures across a shared site, each serving a different city department with its own operational requirements.
Differentiating the team required demonstrating construction management experience specific to active municipal campuses.
Communicating design intent and phasing logic to a public owner called for clear, non-technical narrative that reviewers could follow without construction expertise.
A competitive procurement environment demanded that every section of the proposal reflect the client's qualifications precisely and persuasively.
Presenting this depth of scope as a cohesive story, rather than a list of buildings, was the core challenge the client needed to solve.

Scope of Work
PRESWERX developed the full written proposal for the client's pursuit of the Zephyrhills Fleet Maintenance and Campus Expansion project. The team crafted project narratives that translated the program, seven structures ranging from a 14,000-SF fleet maintenance facility to a 3,000-SF sanitation expansion, into a single, legible story for the City's review panel. PRESWERX produced content addressing the client's relevant experience, approach to phasing an occupied municipal campus, and capacity to deliver a project of this complexity. Each section was written to connect directly to the City's stated evaluation criteria, giving the client a proposal that read as purpose-built for this pursuit.

PRESWERX Approach
PRESWERX approached the engagement as a strategic content partner, beginning with a close reading of the City's procurement documents to map each proposal section to the evaluation criteria that would drive the score.
The team organized a complex, multi-structure program into a clear project narrative that reviewers with no construction background could evaluate confidently.
Proposal sections were written to highlight the client's municipal construction experience and approach to coordinating work across an active government campus.
Each deliverable was calibrated to the City's stated priorities, not to generic construction proposal standards.
The result was a proposal that positioned the client's team as the most prepared and most clearly qualified respondent in the field.
Results Delivered
PRESWERX produced a complete, submission-ready proposal document that met the City of Zephyrhills' procurement requirements and the client's internal quality standards.
The written narratives converted a seven-building, 64,000-SF program into a focused pursuit story that reviewers could follow from cover to close.
Section-by-section alignment with the City's evaluation criteria gave the client a score-optimized response rather than a generic qualifications package.
The final deliverable reflected the client's capabilities accurately and professionally, leaving nothing on the table in terms of presentation quality.
The client entered the selection process with a complete, polished proposal and a clear, differentiated message.
